Is your loan origination ready for CCD2?

On 20 November 2026, the EU's revised Consumer Credit Directive (CCD2) is due to apply across the EU, even though many member states are still finishing their national laws. Lenders, fintechs and retailers are racing to finish their compliance projects, and it shows in what they search for: consumer and mobile loan origination, in-app and point-of-sale financing, and decision engines that can explain themselves.

Behind most of these searches sits one question: can our origination process show, for every single application, how and why we decided?

Regulatory milestones for EU lenders

What changes at origination

CCD2 widens the scope of consumer credit and raises the bar for how a loan is granted. These changes matter most for origination teams:

  • More products count as credit. Third-party buy-now-pay-later and small instalment loans come into scope: the €200 lower threshold is gone, and the upper limit rises from €75,000 to €100,000. A seller's own interest-free deferral, with no third party, stays exempt within 50 days (14 days for large online sellers), and member states may ease some information duties for loans under €200.

  • A real creditworthiness assessment for every loan. It must happen before the contract is signed, rely on relevant financial information, and cannot use social-network or health data.

  • Disclosures that work on a phone. A one-page Consumer Credit Overview now sits on top of the standard pre-contract form, and both must work on a phone.

  • Cleaner consent and offers. Pre-ticked boxes are banned, tying practices are restricted, and consumers must be told when an offer is personalized through automated processing.

  • Withdrawal and pricing checks. The 14-day withdrawal period stretches to 12 months and 14 days if information is incomplete, and offers must respect national caps on interest or total cost.

  • Forbearance before enforcement. Where appropriate, lenders must consider reasonable forbearance before starting enforcement, and have policies for it.

Decisions you can explain

When a credit decision is automated, CCD2 gives the consumer the right to human intervention, to an explanation of the decision, and to have it reviewed. The EU AI Act points the same way: it treats AI used for creditworthiness assessment as high-risk, and under the Digital Omnibus, in force since 27 July 2026, those obligations apply from 2 December 2027.

Together, these make opaque models and rules buried in code a growing risk. Lenders need decision logic that is transparent and versioned, an audit trail for every application, and a way to reopen a decision for human review when the customer asks.

How ApPello helps

ApPello's digital lending platform is built for exactly this: origination that is fast for the customer and fully traceable for the lender.

  • New products by configuration. Launch instalment, point-of-sale or in-app financing by setting product parameters, not by rewriting code. With AI-powered configuration, teams describe the change in plain language and validate it before it goes live.

  • Transparent decisioning. Business teams maintain credit rules themselves, and every decision is logged with its inputs, rule version and outcome, ready for an explanation or a review.

  • Human in the loop. Any automated decision, including a declined application, can be reopened for human review at the customer's request, and cases can be routed to a person whenever a rule requires it.

  • Mobile-first journeys. Customer-facing flows designed for phones, with standardized disclosures built in.

  • From origination to collection. One platform covers consumer and commercial loan origination, loan servicing and collection, so forbearance options build on what you already know about the borrower.

  • Independent of your core. ApPello connects to your existing core banking system, so you modernize lending without a core replacement and keep your DORA exit options open.

The Decision Engine sits at the centre: every application is assessed, decided and logged. A declined application can be reopened for human review at the customer's request, and a rule can send any case to a person first.

Five questions to ask before 20 November

  1. Which of our products fall under consumer credit rules for the first time?

  2. Is a creditworthiness assessment documented for every application, including small-ticket loans?

  3. Can a customer get a plain-language explanation and a human review of any automated decision, including a decline?

  4. Can business teams change credit rules without waiting for an IT release?

  5. Do our collections processes offer forbearance before enforcement?

If any answer is "not yet", talk to ApPello. We'll show you how a configurable, explainable origination process gets you CCD2-ready and prepared for the AI Act.
